Crossing the "Border"April 29, 1987

I am writing this letter to inquire whether you would permit me to return home if I should cross the border into Canada.
Enclosed are copies of correspondence which I had with the United States Department of State in 1982.
My beliefs are essentially the same as those I expressed in these letters. I believe that my citizenship is in heaven. Though I willingly submit to all authorities who have power over me, I am not persuaded that God prefers that I make citizenship commitments to any earthly rulers.
I have no loyalties or allegiance to any other countries on earth.
Now that I am living near Lynden, Washington, I would like to know whether you would permit me to return home if I should cross into Canada to visit friends or go sightseeing or shopping.
Your reply will be appreciated.
