Perhaps the government should put new roofs on all houses which need them at public expense, or "foreclose" on houses whose owners don't put on roofs when needed.

Leaky roofs cause damage to the structures.  This is bad.  It's poor stewardship.  If people show that they can't care for their buildings, then the government should exercise its responsibility to protect the property of the community.

A similar argument would apply to buildings with insufficient paint or neglected repairs of any kind, and also to neglected autos, appliances, clothes not properly washed, etc.

Either the individual or the collective is responsible for property.  No compromise is finally possible.
